Removal to the ‘pest house’
Small pox was found in an African-American family in the city. Mayor Humphreys offered his house on the west side of San Sebastian to quarantine the family. A $15 fine was imposed for any white person visiting the so-called “pest house”; African-Americans were threatened to receive 30 lashes.
