Fire, pension fund wants appellate court to reconsider Sunshine Law decision E-mail

The Jacksonville Police and Fire Pension Fund is asking the 1st District Court of Appeal in Tallahassee to reconsider its decision to uphold a ruling that the city of Jacksonville violated the state’s Government in the Sunshine law during pension negotiations in 2013. A three-judge panel unanimously upheld the ruling of Circuit Judge Waddell Wallace, who found in favor of a Sunshine lawsuit filed by Times-Union Editor Frank Denton. read more

NASA, Orbital Sciences Corp. seeks answers after Antares failure E-mail

Investigators on Wednesday began assessing the damage after an unmanned U.S. supply rocket bound for the International Space Station burst into flames during takeoff from Wallops Island on Tuesday evening. Green, the former Georgia star, is listed as questionable as he tries to return from a toe injury that has kept him out a month. Green was limited in practice all week. The fourth-year veteran has over 4,000 receiving yards in his career with 31 touchdowns. WASHINGTON — U.S. consumer cut spending in September for the first time in eight months, as incomes grew at the slowest pace this year. The figures underscore nagging economic soft spots that are expected to ease in the coming months. Consumer spending slipped 0.2 percent in September, the Commerce Department reported Friday, the weakest performance since an identical decline in January. Income edged up 0.2 percent in September in the smallest monthly gain since a flat reading last December. read more

Brees overcame a shaky start and threw for one touchdown and ran for another and New Orleans defeated the Carolina Panthers 28-10 Thursday night to take over first place in the NFC South. The Saints (4-4) piled up 375 yards to snap a seven-game losing streak on the road that dated back to last November. Plane crashes at Kansas airport, killing 4 E-mail

WICHITA, Kan. — A small plane lost power after takeoff and crashed into a flight-training building while trying to return to a Kansas airport Thursday, killing four people, injuring five others and igniting a fire that sent up towering plumes of black smoke that could be seen for miles around Wichita. Three of the dead were inside a flight simulator in the building when the plane crashed into it at the city’s Mid-Continent Airport, and the fourth was found on the roof and is believed to be the pilot, Wichita Fire Chief Ronald Blackwell said. read more

The Department of Veterans Affairs has now passed the point at which it can possibly hope to fulfill its obligation to vacate its old clinic by the deadline of March 31, 2015, without interrupting services to our veterans. It has been three years and it is no closer to a new clinic than it was when it was first notified of the deadline. St. Johns County seems bound and determined to absolve itself of what most folks would term a “duty” to enforce its own Land Development Codes, designed (we always thought) to protect our citizens and environment from excesses of development efforts (rather than vice-versa). Perhaps we were wrong. Tuesday, County Commissioners will vote on a Major Modification request to a Planned Unit Development by the PGA Tour. The 185 acres lies within a larger DRI, called Caballos del Mar. It covers about 3,700 acres and was established in 1975. read more

NSU renames Oceanographic Center for Guy Harvey E-mail

Nova Southeastern University plans to rename its Oceanographic Center in honor of wildlife artist and conservationist Guy Harvey. The decision, which will be announced later Friday, came after Harvey and his Guy Harvey Ocean Foundation provided a “very generous financial gift” that will enhance student scholarships and center programs, officials said. Both NSU and foundation officials declined to list the gift’s amount, saying Harvey asked it to be private. read more

FORT KENT, Maine — A Maine judge gave nurse Kaci Hickox the OK to go wherever she pleases, handing state officials a defeat Friday in their bid to restrict her movements as a precaution against Ebola. In a case that has come to encapsulate the clash in the U.S. between personal freedom and fear of Ebola, Judge Charles C. LaVerdiere ruled that Hickox must continue daily monitoring of her health but said there is no need to isolate her or restrict her movements because she has no symptoms and is therefore not contagious. read more

Mexican judge orders immediate release of Marine E-mail

US consumer sentiment index reaches 7-year high E-mail

WASHINGTON — U.S. consumers expect better economic growth and rising incomes in the coming months, pushing a measure of confidence to a seven-year high in October. The University of Michigan said Friday that its index of consumer sentiment rose to 86.9 from 84.6 in September. That’s the highest since July 2007, five months before the Great Recession began. Still, the index regularly topped 90 before the downturn. read more

The 53-year-old successor to Steve Jobs made the announcement in an essay published Thursday by Bloomberg Businessweek. Fearing uprising, Iraq militants hunt ex-police E-mail

DEAR DR. ROACH: Six months ago, I noticed a “bald spot” on my right cheek. It is round and about the size of a 50 cent piece. I’ve never had this problem before, even though I am going bald. I am generally healthy. I am concerned that this might be an infection or cancer. There is no itching, redness or discoloration of any sort. Can you address this issue?
